Default CISCO certification?

I don't know if this is the right section for this post. I am sorry for this. My question is:

My cousin is an electrical engineer with very good score. But he is very much interested to start his career in some computer field but not any programming language. He thinks CISCO certification will be a good idea.
Can anybody please explain more about CISCO, its scope or other important things about it. He checked CISCO website and found 3 cert. CCNA, CCNP and CCIE. Anyway, he is much interested in hardware stuff or server trouble shooting. Looking forward to your answer....
