Default Question about Fedora Core

This may be silly, but i've been reading about Fedora core and I'd like to experiment and try it out, i'm going to read the documentation before I download the DVD iso. My question is: Is Fedora Core a completely independant OS, I mean, it doesn't need to run ontop of anything does it?
