Im new to irc, Im using BitchX and every now and again I get something like this:-

[1m mode/#channel [+o joe__] by someone

what does this mean

also what is cloak, I keep turning it on and off by accident?

That just means someone got opped by someone else. Something you dont have to worry about (i.e., if you got opped then youll know exactly what's going on)
