Default windows XP SP2 crashes when rebooting or shuting down

hi..!
my windows XP SP2 crashes a lot when I try to restart or turn off the computer. the harddisk turns it self off, and then the system reboots. and then, I often couldn't log in.
welcome screen appears normally, but it hangs there.
does somebody know what this is caused by?
