Which was installed first? 98 or XP? 98 should have been installed on the first partition before XP. When dual booting XP is then installed to a second primary partition created. If this was done as described your boot options are being seen on the XP load and 98 load screen. Getting into safe mode maybe a little troublesome but that's what you would have to do there to restore the correct display setting.
