Default vista ultimate OEM, why so cheap?

so newegg.com has vista ultimate for only 200$.
there has to be a reason that it's so cheap.
why is it so cheap. anyone has those?

It is because its OEM and its meant for MS resellers to bundle with sales items, like hardware upgrade or custom built systems. For example, Dell buys OEM versions and slaps them on their computers at the factory. Of course buying in super huge bulk gives you even more of a discount.

i've also heard that if you change your mainboard you'll have to pay again for the licesnce but i cant be sure; i've heard several rumours about it but there has to be a downside to the incredible value this seems to offer over the other versions.

I would like to know if this rumour is true though.
