Default all-in-wonder can't get video outout

I got my daughter's ibm clone. It has an
allinwonder PRO? card and tuner. Not so interested
in the tuner, but like to drive a larger tv screen.
I have installed XP.
If I connect the rca AVI out to a monitor I just
get faint bars,noise.
I suspect the output is not turned on.
The software in the machine does not have
a control panel .exe, but I think i Need to
get to the settings to turn it on.

What do I need?

Do you have the All-in-Wonder software package? You might be able to download what you need at ati.amd.com
