Looking to buy a cheap fan controller.

Haha, you reminded me about the PM's I forgot about The one I have is just a knob with a pair of molex connections on it. By default it went on the back of your case in a PCI slot, but I removed this and mounted it in a 3.5" dummy a while back. I don't have it mounted anymore, so it's just a knob with wires

Hehe, I guess that's possible too. Or just use the 5v from a Molex plug rather than the 12v to power the fan

Plug a wire into the 5v plug

Or you can use 7V if you prefer, for a balance between speed and silence:
