Question New Sound Card Advice

I know that there have been Hundreds of posts on this topic so I thought one more would not hurt. I have given up trying to solve my sound, see Mic Problems on new HP, and decided to get a new sound card. I have three main questions. First, I have two front audio ports and would I still be able to use those with a new sound card? Second, does a sound card really improve system performance? Third, I cannot decide on what sound card to get. I wanted to keep it under $30, but still wanted a decent card. I was thinking this one,

Thanks for all your help!

yes you would, some cards do imporove system performace in games since they take the pressure off the cpu but out of those I don't think any of those would do much difference, and out of those choice i would recommend
