Default Upload speed > download speed

Does anyone know what would cause and internet connect to have the upload speeds greater than the download?

I am connected to the internet through a local wifi AP. Last week everything was fine with good download speeds. I ran a speed test last week and I think it was around 1000kbps and upload around 280 kpbs.

Now, after running several speed tests on different days my download speeds are around <120kbps and the upload is the same. I dont have any kind of FUP and I am not sure what to do?

Could reasons be that something changed in the firewall or some windows update changed some settings? Would making a static IP help?

What kind of test can I look at to find the problem?

Only thing I can think of is that theres a computer on the network thats using up alot of the download bandwidth, possibly downloading alot of files.

Also you shouldn't really expect a constant speed from a Public AP, as it is most likely free, and, well, you get what you pay for, so if you want a faster connection you may be better off paying for your internet connection
