well you need to contact whoever's DNS server you want to connect to tech support or help desk. You must know the IP of the DNS server and other various settings of the network.

Just asking for an IP to connect to another domain is probably not going to get anywhere. If its a german domain you are trying to connect to contact them directly and ask for their info

Forgot before, but would you or anyone else know where I can find the Ip of other DNS servers? Would there be any websites?

well most DNS servers are behind NAT, especially over in Europe so I would contact the network you are trying to connect to and make sure you have permission and the information
