Default Ftp

I cant seem to be able to access FTP on my new computer. I have to access it through my laptop. I have tried SmartFTP and all the passive FTP stuff. What is wrong?

Perhaps a firewall issue? Is port 21 being blocked?

How would I know if it is? I tried turning off my computers firewall. Maybe it might be the router? How would I know?
