is there a program that changes the bitrate of a song?

i have a song thats 320kbps bitrate, i want to lower it to at least 192 so my phone can accept it. is there a program that can do this?

i have audacity. i just tried to make the bitrate smaller right now and it doesnt work. it increased it. idk what to do. and make them as wav files not mp3, because i dont have the thing to make it into an mp3
