Default Seagate ST98823A Slow... Why?

Hiya everyone, i was just wondering if anyone knows why my Seagate ST98823A is running slow, even if i format it, its still slow. Its not dead slow, but compared to my old hard drive (which was technically the same speed with a smaller buffer) it is slow.

I was just wondering if anyone knows why it could be slow?
