Default Quick Launch and toolbars...

Hey guys, thanks in advance if you can help.

Yesterday, my computer royally messed up. My quick Launch won't appear anymore, neither will another toolbar I had created at the top of my screen (the toolbar itself still shows up but the shortcuts don't). If I try to just simply add them again, it says "Cannot create toolbar". Weird part is I can still add the Address toolbar and whatnot, just not the 'custom' ones.

I scanned for viruses, adware/spyware, did a system restore, even re-installed my OS (windows XP home) and none of the above worked. I tried re-creating the Quick Launch folder, didn't work either.

I'm at my wit's end and don't want to reformat unless that's the only option left. Can anyone help me please?
