Post How can I protect my file sharing with password in XP?

It is simple in Win98 to set password on file sharing for full or readonly access or both.
But I couldn't find this option in XP. There are alot of option about permission but I couldn't understand them.
I want to protect my file sharing with password so those users can access them who know the pwd and other can't.

you need to turn off simple file sharing there is a tutorial here

I checked that tutorial but it is not for my case.
I try to explain my situation.
I am administrator of cyber cafe. I get internet cable connection from a company. Now me and my other clients PCs are on their network and their clients can also access my file sharing. Due to this heavy access from alot of users slow down the speed of network and nobody at my client pc can properly play a song from my sharing.
Now I want to monitor that who is accessing my file sharing, I want to block other's access on my sharing.
I am on WinXP and my client pc have Win98 so I can't use above method to set permission for my sharing resources.
Is their any good Network shared resources access monitor software?
