The 64 bit part really have nothing to do with lower speeds cpu vs higher speed.
The reason that most of the cpus you looking at with 64 bit was lower speed was because they was athlon 64. AMD cpu took a very different theory on how to make there cpus better. Amd cpus does more in one clock cycle but has less clock cycles. While Intel does less in a clock cycle but has a lot more clock cycle. In the end they will roughly do the same amount of work.

Performance wise a athlon 64 is just as good if not better then a pentium 4 with a much higher speed. The decision to go athlon 64 or pentium 4 has alot to do with what you plan on using the computer for. Athlons excel at gaming right now while pentium 4 with HT are better for multitasking.

Yes intel makes 64bit cpus. In fact there whole current generation line up is 64 bit. All the pentium 4 with a 6XX code is 64 bit I believe.
