Default Blue screen appears .... HELP ME !!!

Guys, I am in big problem. Please help me on this. It has happened before and I didnt take any immediate action which caused to reboot my computer spending £30. So please help me...

Sometimes when I logg in or start my PC a blue screen appears and say this

A problem has been detected and windows has been shut down to prevent damage to your computer.

ORIVER_IRQL_NOT_LESS_OR_EQUAL

If this is the first time you have seen this
(NO), stop error screen - (what is that suppose to mean?) and restart your computer. If this screen appears again, follow these steps:

Check to make sure any new hardware or software is properly installed
. (how do we know that??). If this is a new installation (they mean is this is a new comptuer?? no its not. It has been for 2 or 3 years), ask your computer manufacturer for any windows update you might need.

If problem continue, disable or remove any new installed hardware or software
(I cant think of any), disable BIOS memory option such as caching or shadowing. (how do we do that?? diable BIOS memory). If you need to use safe mode to remove or disable components, restart your computer, press F8 to select advanced start up option, and then select safe mode (I did that already and I selected safe mode to start my PC).

(and what is that mean?? beginning of physical dump??)
