Het guys say there is a video online and i would like to translate it to another language is there any program i can use to speak over the recorded version?

I dont think he means lip sinking, but just talking over the film. In the later case just use windows media player and drag and drop your own audio clip in. I think there is the option to make it like 90% and the usual vocals 10% so you can still here it in the background if you so wish, but dont quote me on that. If your reading this, I was quoted...

Lol no i didn't mean lipsinking... i ment like taking a video and recording my own voice over the voice in the video without being able to hear it on the backround.
How can i do it in media player?
