Default Adobe Acrobat Help

Hello, my dad is wanting to open a link in a PDF file, but it never opens. Here is the link, try it yourself. He wants to open the links in this PDF file.

Gosh..this is annoying...

Here is the PDF file
http://www.sturgeoncounty.ab.ca/pdf_.../Index_Map.pdf

is there a setting that is blocking the adobe acrobat to open the hyperlinks.

Thanks
