Default Dual-core processors question

Guys, can anyone tell me how use of several-core processors is controlles? OS - WinXP. Take MATLAB as an example. I thought it can use only one core, I am running it and seeing both cores used but only at 50% load. Why is that?

If it only uses one core, and that one core is being used to its full potential, then the Windows task manager will say your using 50% since the other core is most likely not doing much at all.

And Windows XP and Vista automatically control the number of processes running, and try to keep both sides as close to 50/50 as possible.
