Im hoping to make this work out well, and this is my plan so far.
A poll will be posted a week before the beginning of each month to vote on the games that will be played during that month. My plan is to have one day per week for the tournament, but have two separate times during that day to accommodate as many people as possible. To keep things simple, there will only be 4 choices on this poll, so we can easily determine what game to play each week, and to avoid having multiple games for each position (1st, 2nd, 3rd, etc). This weeks choices were based on the top choices from the preliminary poll. The poll will run until the last day of the month, and then we will choose the schedule for the month of April. I think the best way for this to be done is through a dedicated server.

Well since none of us have our own dedicated server (yet), all we can really do is find an empty server close to the time we want to play, and then all join. Renting a server is a possibility, but we would have to make sure people like this.

Or you could all download Hamachi, get in the same network, and go to create game (set sv_lan to 0). That way we can have our own private server and still have admin powers. (also Hamachi will work with any other games that you can play over a LAN)

I'm excited about this! I'm gonna have to brush up on my CS:S skills since I've been playing 2142 so much

Halo Trial is completely free... you get unlimited play on Bloodgulch (boring, yes, but still fun). I think that would be a good option for the people without many games.
