I am not sure if you have posted this before or not, but this has been answered on the other thread.

I recommended that you increase the browser timout settings, and another member here said that you will have to write in the ip address associated with the port number at the end, like this "xxx.xxx.xxx.xxx:21"

This is logical as your browser might be trying to access the ftp through the normal 80 http port, which gives an explanation to why you get the timout settings and why the ftp does not work.
