Screeching sound in DVD burned CD (Settings: Pic Inside)

Ok, so I burned my first CD and when the video that i am playing plays a high volumed scene/music i hear scratching sounds.. normal tone voices are ok but when it gets high pitched it makes scratching noises.

here are the settings for my Video Converter when I convert it to burn it on a DVD:

I don't think the screeching sound is software related.
