I believe it is because saying

implies illegally downloading. Based on what was said in the message, it looks like it was intended to be a warning not an infraction. Also, I'd say it was meant to be for posting on illegal issues. Someone who can take care of this should be around soon I'll ask about it.

Oh bull, everyone knew what you meant. Besides, the issue was what he was to spend his money on, and "Download the movies with the computer" would be a completely illogical answer if you meant downloading them legally, as he would not have money to if he spent it on the computer.

Don't lie to cover it up, that only makes you look worse. It's just an infraction, no big deal.
