Linux is FREE-Ware, that would be the cheapest... although it really depends on what you intend to use the system for...

I'd go with XP pro sp2, because it is the most supported O.S. at the moment. Right now Vista has a few incompatibilities with older software and hardware(like XP in 2001). As for linux, it depends on what you want run, how much you know about linux and if you can operate it properly. Keep in mind that you will need a windows API to run things like Ms office on linux.
