Default Why doesn't my laptop standby/hibernate

I have a Dell Inspiron 1000 with XP Home SP2 (was SP1 but i dl'd SP2).

It doesnt go on standby, even though it is set to after 15 minutes. The hibernate option is also blocked out. When i go to power settings, there is no hibernation option where there usually is. I have heard of others with dells having this problem but couldnt find a solution anywhere. Is there a patch or anything?
