Need a little more details about what you are going to be using the computer for..., i.e. gaming, internet, e-mail, video editing, etc.

Prices will change so much between now and then it would be ludicrous to give you a quote now. No telling what developments will happen

If you want to shop around and find a better deal then feel free. But if you cant be bothered, or dont know much about computers then I say buy a Dell package. They may not be good for extreme performance, but they are pretty nice for the price.
Here is a link to a set of pc's that are around your price range.

and you can customize them to suite your needs.

I don't think it'd take much "shopping around" to find a better deal than a Dell at his budget.
@the OP
As everyone's said, prices will fluctuate a lot.
For example:

New AMD Processors
Intel Price Cuts
New AMD graphics cards
Possibly DDR3 memory
New Intel Processors/Chipset
