Default Ram not running at right speed

I downloaded the everest test program and this is what I got for my ram

Field Value
DIMM1 256 MB PC3200 DDR SDRAM (3.0-3-3-8 @ 200 MHz) (2.5-3-3-7 @ 166 MHz)
Now I have four of those for a total of 1024 MB of RAM. Up there it says @200mhz. The memory is Corsair PC3200 DDR PC400 which means I'm getting half of what I should be, right? So if I could get it up to 400mhz, my system would run better (which is what I really want). Does anyone know how to change this?
