Problem with usb peripherals when i restart

Hey,

When ever I startup my computer, the mouse doesn't work. The webcam, mouse and WIFI card are all USB peripherals. To make the mouse work, I have to reconnect the USB. This is EVERYTIME i restart!

What could be causing this?

sometimes my computer doesn't switch off properly either. i've reinstalled windows xp several times, but still the same problem!
help me out folks! PLEASE!

First off do you have any thing in your device manager missing? Do you have all the windows updates? Have you run a repair of your windows?
