Yeah, the surge protectors that are built in are not the best, but usually the protection from brown outs are pretty good, at least on the more expensive ones. They have capacitors that store power and when a brown out happens it is able to supply full voltage for a few milli seconds.
Thats why you should always have your computer plugged into an above average surge protector
