You never secure a board down on the flat plate seen in a case. But sometimes you have to put non conductive washers underneath the board if something is touching a standoff other then the silver colored area surrounding the holes for the fasteners. Then a board will ground out.
Hopefully you didn't get a board from a bad batch. That happened to a friend on a new build last year where the vendor sent out the 3rd board after the first were doa. When he selected a different model the system powered right up. Once that was seen the first two were shipped back for the credit then.
