Default My 800 xms2 is running at 400... why?

Basically i'm running everything in my signature, when i run cpu-z it shows my ddr2 xms2 pc 6400 800 mhz running at 500 mhz, its a 4-4-4-12 and here's a screen shot of it







im trying to atleast get it running at full speed but its not working i tried to do some bios settings but im not good at overclocking and basically dont know how to get it up to 800 can someone help?
