As far as securing the board itself I find it odd that you are missing the bag of fasteners that are generally seen with boards. With an old Socket A build here the board wouldn't fire up until seeing the washers underneath as well as on top.
Stand offs are usually seen in the packet the case comes with unless 'open box" where someone returned it and forgot to toss that in with it when returning it. "Used" means just that there. The board simply comes with the fastening screws and washers along with a few other things.
