in my opinion, NO, it's crap compared to GTA:SA.
here's my reasons :

takes hell of a long time to get 5 stars
a few gunshots, you die
Lack of Weapons (of mass destruction,so far only a Rocket launcher)
Lack of cheats - i need this one
Lack of vehicles to ride on (no bikes,bicycles,choppers,planes)
don't try going 1 on 1 with a cop, he will bust your a**

but thats my view of the game, it lacks more than the above
