Default PDA shows white screen but refuses to work

My PDA currently only shows a white screen with the words start and the time on it. Neither work if clicked upon and the PDA will not turn off. Any ideas as to how to solve this? I am willing to do a master reset (can someone tell me how) because I have nothing valuable on it. I have a Compaq Ipaq H3950.
Thanks for any help,
Oscar
