Possible to reuse MS XP OEM multiple times?

I've of the big companies doing this, is this possible, or even legal?

If they have been installed and activated, then no. The license is only good for one computer.

you can install, but you need a different code for each install.

Just a footnote, businesses use mass-licences which allow multiple installations on one key code.
