does loki have online multiplayer? if so how? its not massive multiplayer where thousands of player in one server is it?

i played lord of the rings online close and open beta. played all class and none is beyond level 14 or 12 or 11.. dont kno dont remember. anyway so far all melee combat feels so slow... like when they swing their attack... waited couple secs than swing again... kindda slow. is there any skill or passive skill that increase the attack speed?
