Sounds like explorer.exe is not starting up right. Did you do any virus scans.

Can you open task manager? (ctrl+alt+del).
If so try to kill explorer.exe, then click File > New Task (Run) and type explorer and see if that'll start it up.

i ran a virus scan the day before everyhting went to hell. right now i just restarted, i was in safe mode, currently stuck at the welcome screen (i have 2 comps on my desk right now btw)

it seems to be working slightly better in safe mode, perhaps its an aplication doing this to me?

edit: i can get task manager open, but it only shows the processes running, it doesnt show the apps or the menu at the top (it became like that at the last LAN party when my friend was dicking around on my comp, he didnt know how to fix it and i was too lazy to fix it)

To fix this, double-click on the border around the window.
Then you can try...
