Default Jittery Screen frustration

Hi, I recently was using linux, and switched back to windows because I was having so much trouble getting my video card to work properly. Now I have winows back up and running and am still getting the same jittery screen glitches. I thought at first my videocard couldnt handle the game I was playing, but then I played a much older game, and was getting the same problem. I have a Radeon 9700 pro and for the life of me cannot figure out why it is giving me so much trouble. If anyone has any suggestions please let me know.

Also, I have tried uninstalling and reinstalling the graphics card as well as a complete reformat of the system. Would it have anything to do with the BIOS? Thanks.

Sometime jittery graphics is not because of your graphics card, if there are cache problems on your computer then that can be the cause as well.

I just recently reformatted. Will that cause the cache problems? Also, help on how to fix that issue if it is the one giving me problems?

Also...

When I start my computer occasionally I am getting weird characters and symbols coming up and just blinking and flashing. So I dont know if that has anything to do with the cache, or if the cache is sometihng particular to a particular OS, or if it is possibly the BIOS.

I am very open to suggestions because it is getting quite annoying. Thanks
