Exclamation Stuck

I just finished my build. I finally got all the pieces, but i cant get it to run. My Specs:

Ds4
2 gigs ddr2 corsair
core 2 duo e6400

I also have a cd ROM, dvd ROM, and a hard drive out of my old dell. My graphics card is only temporary, but its like a nvidia fx 5500 i think...
Anyway, i put it all together recently, and i cant get it to boot. I can get into the CMOS and BIOS and such, but when i try to boot, all i get is "Verifying DMI data pool.." and it freezes there. So far i could not get past that point. Next, i tried booting from a Vista DVD, but that does not work either. What should i do?

This can be down to a number of issues. The main ones to check are the following: Corrupt boot files on the computer (although if you can't boot up via a cd neither then I doubt it's that), settings for hard disk drive are not correct (i.e. jumper settings, detection settings, make sure that you have the boot sequence in the right order etc), BIOS may be corrupt or misc. setting not set properly or a connections loose or disconnected (recheck all of your cables).

Are you sure you have the HDD configured correctly jumper wise etc? The cable isn't faulty? Make sure that the drive settings and detection are set to auto, etc. My suggestion would be to disconnect all of the drives (including DVD/CD Drives, boot up the machine connecting one at a time to narrow down which component it may be causing the issue, my guess is the HDD).

also the first thing you should check is the boot configuration such as cmos settings. check to see if the hard drive jumpers set to master and make sure the case chords are connected to your mobo correctly.

Does the HDD have an Operating System already installed on it?

If not...
Go into BIOS and find the setting for "Boot Order" or "Boot Configuration" or something like that with a list of your devices (drives, etc). Set your DVD drive to first. Then insert the Vista DVD and follow the on-screen instructions.

The HDD had an operating system, Well, i formatted the hard drive just barely, with no results yet. I have disconnected all of the drives one at a time (i have to keep a dvd connected in order to boot), but still have nothing. The thing is, i can get into the windows installer. i get through the first two screens ok, and then on a blue screen, it loads for a second, and nothing happens. the vista installer jsut stops for some reason.
