Default Precise Video Editor

I need a video editor to take a clip and edit out the beginning part.
Windows Movie Maker takes out the end.
I also need to add sub titles at a section.

Thanks

Movie Maker CAN take out the beginning part of a clip. Just find the point where you want to cut, then click on the "split film" button on the bottom right of your preview. Now in the timeline, find the section / thumbnail you want to delete.

If you want to delete the middle of a movie, then split it in two locations and take out the middle.

And as far as the subtitles, I'll say it one last time: Did you read my other post? Everything you probably need is explained THERE. See the third post in this link: Video Edit

If you are trying to do subtitles in Movie Maker, well, that's not the greatest way to go - depending on how many subtitles you plan on using (i.e. is it an occasional subtitle here and there or is it a full dialog throughout the whole movie). Anyway, here is a link to working with subtitles in Movie Maker. You can also google "create subtitles with movie maker" and you'll get lots of links.
