Exclamation Aunties Computer

I am going to be building a computer for my auntie in the next week and I need some help. The computer is mainly going to be used for running her CCTV system and downloading music. She needs everything apart from a operating system which i have got. She doesnt have a budget but the most is £650. Thanks in advance
