Default I think my onboard sound has blown!

Yesterday my sound was working fine on my computer (Onboard). Then today i turned on my computer and i can't remember weather i heard the windows logon message or not, but i can't get no sound out of my speakers!
I've put in my old ESS 1969 PCI sound card and i can really tell how rubbish the sound quality is!

Is there anyway in Windows that i could find out if i had broken (somehow) my onboard sound?

What sound card would be my best bet?

I don't really want to spend much more than £15 and i don't really know how much one would cost.
