Some laptops can, most can't. It all depends on the model.

I don't know of any laptops that you can change out video cards in. You really can't upgrade laptops at all besides hard drive and RAM, and I suppose you could swap out the modular optical drive but any new laptop will have a dual layer dvd burner anyways. Everything else you add via external devices either firewire or usb.
