Default AT&T Dial up

Ok. So i have a attt dial up account on one computer in my house. On another computer a used an att installer and did restore settings so i could access the internet on that also. I know it would work, ive done it before. But then i got vista and formatted it, and am doing that all over. the restore worked correctly, but now, every time i try to connect,
1) my modem doesnt make any noise (it used to, whether the noise was turned on or off)
and 2) every time i connect, it doesnt work, saying the line is busy.

My modem driver is up to date, the phone line is deff. not busy, but i cant get it working. What kinds of things could cause this?

re-phrased: what factors in a dial up connection could cause it to think the line is busy?

Windows Vista has alot of bugs when it comes to internet connections. I'd suggest to switch back to XP if you can't find a solution.
