Default finished building. No display?

I just finished building my first computer and am now having a problem. I started the computer but i have no display on my monitor. The Videocard is plugged into the PCI-E slot and has power. (i know this because an LED light is on and the fan is spinning) its a 480watt PSU. I get no beeps at startup. i do get a POST code 0.4 but i checked my Motherboard usermanual and nothing listed that code. need help!!!!

You should atleast have one beep on POST. Is your speaker working? No beeps indicates a bad mother board or a bad powersupply. I would also maybe try the video card again back on your old pc if you still have it.

i plugged the speaker in and i got the beep and then kind of a siren type noise. what does this mean????

Try putting the video card in a different computer! Never heard of a siren sound.

no other computer in my house uses PCI-E

Is it an AGP? Also what memory are you running? Make sure the largest MB stick is in the first bank.

Of course he's already mentioned that it was Pci-e :-).

Hmmm siren sound? I dunno but when I forgot to plug in my videocard once after a cleaning it Mad the loudest constant beep you could imaging! anyhow I see you said it's got power so I dunno except to say that perhaps it's not enough power, is it the only thing plugged in on that particuler rail?
