Default Is it safe????

Hi,
Is it safe?? If the Laptop switches off without showing " now it is safe to turn off your computer" When I showed it to the engineer, he said, it is safe....

What Do you think???

It is supposed to do that, when it says that it is safe to turn off your computer, that is when the PSU is not connected through the motherboard, then the computer can't turn itself off, you have to manually.
