well ive been searching on google and theres lots of similar problems but not the same as your error code.

however they mention this:

This is a widly known problem and has been labeled the "stutter bug". A patch was released on 11/24 and should automatically be installed the next time you log on to Steam. The patch has worked for some and not for others. You should go onto the Steam forums and read up about this issue and all the suggested fixes.

have you tried re-installing?

Steam is up to date, but yet I get this problem. Somehow I don't think it's related to Steam OR CSS, but rather some sort of problem with Windows.

Heh, Welcome to Steam! Errors in steam is not uncommon, in fact... if you don't get an error at some point when you first start playing, something is wrong. You should EXPECT an error.... and consider yourself lucky if you don't get one.

?? I have never experienced an error in Steam. The problem was with Counter Strike. By adding the -nosound parameter to the CSS shortcut on my desktop, I was able to determine the problem was coming from my sound card. A quick look in the Device Manager told me there was a conflict with the onboard sound card (on my motherboard) and my PCI soundblaster. I thus deactivated the onboard sound module, and voilà, CSS works.
