The msconfig has been in Windows for a long time now since the 9X Fat based versions. Vista also sees the msconfig utility as well.

To see the more or less hidden from view boot screen you type msconfig at the Start>Run prompt and press the enter key to bring that up. Once you see that click on the boot tab and check the "No GUI boot" box seen there and simply restart the system when prompted as you exit.

Windows Defender may bring up an error message upon reaching the desktop afterwards where you click on the system tray icon to enabled the system configuration utility. That should see the error messages removed.
